Rights-of-way in the United States and Canada encompass literally
millions of acres; acres absolutely essential to the national prosperity
of these countries. They are unique in that their value lies in
the services they provide; movement of energy, goods and people,
rather than any measure of productive capacity of the land itself.
Proper management of this land resource and its environmental amenities
is of critical importance.
Consequently, the Fourth Symposium on Environmental Concerns in
Rights-of-Way Management was held October 25-28, 1987 at Indianapolis,
Indiana to provide an open forum of information exchange. This Symposium
was organized by the Department of Forestry and Natural Resources,
Purdue University, in association with a Steering Committee representing
the industries and agencies concerned with electric, railroad, highway
and pipeline right-of-way planning and management.
This Symposium is a continuation of the program series begun in
1976 by Dr. Dale Arner at Mississippi State University and subsequently
held in Ann Arbor, Michigan in 1979, and San Diego, California in
1982. The objective of this Symposium series has always been to
address environmental issues which impact rights-of-way. These conferences
have combined the experience of agencies, industries and academics.
While environmental issues have changed over the years, their importance
has not diminished. The variety of topics in these proceedings illustrate
the spectrum of environmental issues confronting right-of-way managers
today.
